NSPOA Board Meeting Minutes
June 5, 2019
Members in attendance:
President Mark Goldenfield, Treasurer Steve Berger, Asst. Treasurer Peggy Berger, At large members Tim Blue and Brenda Greenberg, Blue Heron Property Manager Jeanette Payton.
Ms. Payton presented budget status and covenant violations.
Ms. Payton will notify the offenders.
Each member of the board signed a Recording of Document form. In accordance with the SC Home Owner Association Act, the original bylaws are recorded.
Mark Goldenfield took an action item to contact Paula Matthews about the logistics of the last amendment to the Covenants and Restrictions. We have an executive summary of a proposed amendment from our attorneys McCabe, Trotter, & Beverly, PC. It cost $2,600. All members are to review and be prepared to discuss at the next meeting.
The next meeting should include a planning session for the October “open” board meeting and the possibility of voting on the proposed amendment.
One resident wants to attend board meetings. They feel we are not “transparent” enough. By custom, there is only 1 “open” meeting scheduled each year. This is not specified by the bylaws. In fact, bylaws state, “Regular meetings of the Board of Directors shall be held monthly without notice, at such place and hour as may be fixed from time to time by resolution of the Board.”
Brenda Greenberg reported that 2 residents volunteered to attempt to qualify as Pyrotechnics Operators, but the Fire Marshal indicated that there wasn’t enough time for them to get certified so we could get a permit and insurance before July 4, 2019. The fireworks remain canceled.
Tim Blue reported that he will be soliciting bids for tree removal this fall as part of the dam maintenance.
The locked gate to the island seems to be working and Ms. Payton reports she has been getting calls requesting the code.
Peggy Berger reported having difficulty getting input from the Garden Club for the next issue of Ripples scheduled for July. The Garden Club apparently takes the Summer off. The July Ripples will be the last one fully distributed on paper. Future issues will be published on the website. Residents can still request paper copy delivery by request.
The next meeting is scheduled for August 6, 2019 at 6:30PM at the Berger’s, 612 Cold Branch.
